Position: District Irrigation Engineer (One)

HELVETAS Swiss Intercooperation Nepal is a Swiss INGO actively contributing to the improvement of the living conditions and status of economically poor and socially disadvantaged people. HELVETAS Swiss Intercooperation has been working in Nepal for more than 50 years. Currently, it runs 13 programmes/projects within five areas, vis:  Water and Infrastructure, Rural Economy, Environment and Climate, Education and Skills Development, and Governance and Peace.
Local Infrastructure for Livelihood Improvement Project (LILI), funded by Swiss Agency for Development and  Cooperation (SDC) and executed by HELVETAS Swiss Intercooperation Nepal, is supporting initiatives by local communities, organizations and Government of Nepal for Farmer Managed Irrigation System (FMIS) aiming to improve food security of small farmers and disadvantaged groups in the rural areas of Achham, Dailekh, Kalikot, Jajarkot, Ramechhap, Okhaldhunga and Khotang districts, invites applications for the following position:
Position: District Irrigation  Engineer (One)
Duty Station: Kalikot District
Duties and Responsibilities:
• Analyze technical feasibility of FMIS
• Monitor independently technical standards and quality during implementation in the field  ensuring sustainability of supported FMIS
• Identify & develop simple low cost & economically beneficial designs, standards and processes in implementing FMIS
• Support in capacitating and monitoring local service providers/ resource persons in survey, design, estimates & construction and ensure their quality assurance mechanisms
• Support Project Support Unit (PSU) in developing Management Information System (MIS) and in overall planning, monitoring & evaluation of the project
• Coordinate the process of FMIS implementation through DDC/DTO/VDCs and local service providers for the 

communities  Experience and Competencies:
• Good understanding on irrigation sub-sector (FMIS) or rural infrastructure works
• Planning, implementing and monitoring of the FMIS support activities
• Facilitating, communication and partnership among  different stakeholders especially with DDC/VDC and NGOs
• Capacity building of User’s Committees and Local Institutions’ 
• Sensitive to gender , social inclusion & cultural diversity and poverty dimensions
• Knowledge on conflict sensitive program management
• Working in remote area and with diversified team members
• Leadership of a small team of professionals & team building
• Experience in conducting survey, monitoring, reporting and documentation
• Proficiency in using office application software and efficiency in using communication applications.
Qualification:  Bachelor degree in Civil Engineering
Duration: August 2011 till July 2013  with a possibility of extension
